This is the "Sisters Are Blossoms" collector plate, the first issue in the "Kindred Moments" collection by artist Chantal Poulin. It was produced by The Bradford Exchange, with some sources also mentioning the Danbury Mint. The plate is made of porcelain and was issued in 1995. It is a limited edition, numbered plate # 3920C. The plate is 7.8” in diameter and features a painting of two young girls sitting on a bench, with the inscription "Sisters Are Blossoms In The Garden Of Life" around the rim.
