These are 4 Syracuse China Restaurant ware coffee mugs in the Willow pattern. One of them is marked "Department of Health" at the top edge. They're in great used condition. One of them has 2 chips on the bottom rim (but you can't see these when the mug is standing up - (that's what the last photo shows) and they all have a few dark marks on them from use.
