There is some wear, discoloration and debris from prior use. It has been tested and works. A singular empty dust bag is included. Please note the item will be disassembled upon delivery to save on shipping. No manual is included but reassembly is easy and only requires screwing in 3 screws at the base of the handle. The screws are located inside the outer bag. There is a sticker on the handle that has writing on it. You may want to remove it if you find it an eyesore.
