This is a micro building block set to create a New York City skyline based on a famous architecutral model. Unfortunately I did not snag the bag with the very base (see page one) but I figure that is the easiest to deal with in coming up with an alternative you may already own. Priced accordingly. Do not know if all pieces are present but believe they are. Hours of fun to create! Instruction booklet, but no box, is included.
