From what I could find, this is the top handle portion of a brass toasting fork. The design is of a ship, most likely the HMS Revenge from 1588. This piece is pictured in its entirely with only about an inch of the handle the would have extended to the fork left under the ship. The piece measures about 4" long and 1.5" wide of solid metal.
