It powers on and seems to work just fine. It comes with everything that you see. I got this scanner recently. It had a couple of cartridges in it. I plugged it into my truck. It is a 2002 so it wouldn't completely connect. It did power on and I went through a bunch of options on the screen. It weights 11.5 pounds.
