Starts and stops water while filling. Problem?

Pros: Operation seems normal except for fill behavior.
Cons: Just concerned about potential future repairs.

Review: Tenant is satisfied with unit but it fills like no other Frigidaire washer I've ever had (3 before this one).  On hot water fill, it lets in a little water at a time then stops as if to breath and restarts.  Valves are fully open; no hose...
