If you take photography seriously than you will want what CS3 has to offer you.  It comes with Bridge which is an awesome program to help keep your images organized.  For portrait photographers, it is the program to use to save money, in not relying on your lab do touch-ups, blemish removals, teeth whitening, eye color changes, all the way to the more complex airbrushing.  I could go into greater detail about working in raw v. jpeg, but I believe that those who are really into photography probably already know they need, not just want this program.  If you are just looking to play around I would recommend using the free programs you can find out on the web, and then if you really catch the digital photography bug, take the leap into Photoshop CS3.
