Joovy Caboose Ultralight
Pros:
Lightweight, maneuvers well, great canopy, padded seats front and back.
Cons:
Pricey, narrow brake pedals, not much recline, back rest and foot rest a bit short.
The Bottom Line:
For a tandem stroller for kids of different ages, this is the best!

Author's Review
We had used the Fisher Price Stand n ride stroller and it was a huge SUV of strollers...nice, but hard to maneuver, pack/transport, and the front seat kept falling to the recline position. When we looked at the old Joovy caboose, it seemed just as heavy, so we went with the newer Fisher Price model, but this just wasn't a stroller you could take far from home. Since getting the new Joovy Caboose Ultralight, we think this stroller is da bomb!
It's much lighter to travel with, easy to fold, when folded I can still pull it on two wheels easily when walking, the seat does recline enough for my 1yo to sleep (there is padding on the sides of the stroller, enough for her head comfort, but a rolled up hoodie works just as well as a pillow).
This is very important: even when the front seat is in the recline position, the jumper seat (which is padded! hard to find those!) slides forward so the older child doesn't have to hunch forward to sit.
I've seen complaints about the basket being hard to get into, but I would expect having a jumper seat is of course going to cover most entry. But the sides of the basket are very stretch which makes it very accessible.
The canopy is the BEST, with the extra front flap to ward off any angle of sun.
Turns on a dime.
It's a little difficult to hang a diaper bag on the handle, and it makes it a bit cumbersome for the toddler to climb in the jumpseat with the bag blocking her path, but all in all it has a comfortable ride for the both kids.
Could use a carrying handle of sorts.
