Frigidaire ceramic cooktop

I've had this cooktop for two years, and I just hate it. I'm thinking of splurging on a replacement. Maybe mine's defective, but it's impossible for me to get a consistent cooking temp. Try getting water to boil for rice...takes forever even on the highest setting...then turn it down so the rice can simmer...no such possibility. The darned burners are just on full blast, or off no blast. The settings just seem to control the spaces between all the way on and all the way off.
