My final recommendation would be to buy CS3 only if you need the new feature(s).

I have been using Photoshop from version 7.0 at my high school in my photography class. Adobe Photoshop is very easy to learn with many features that a person can use to do wonders to an image. Adobe Photoshop 7.0 did almost everything much like the later version CS2 except some minor conveniences such as selecting more than one layer at a time in the Layers window. Adobe Photoshop CS2 had an upgraded look from Photoshop 7.0 with additional features, but nothing majorly different. Near the end of my Photography class, we received Adobe Photoshop CS3. Once again the look changed, but everything worked the same - there seem to be no difference in the quality of the functions and the time it took to load CS2 and CS3 was about the same. The only difference I saw as an average Photoshop user was the loading of a 3D model. From my experience using Adobe Photoshop 7.0, CS2, and CS3, I would not recommend Photoshop CS3 because of its high price and lack of many new features. Adobe Photoshop is great software, I wouldnt recommend anything else for photo editing and manipulation. Although, I can not recommend Photoshop CS3, plain and simple.
