Bad experience, missinformed, crazy policy on returs!

I am a first time buyer from Ecost, and to be honest,i will avoid shopping from them. They sold me a refurbished item, which they did NOT post on their site. So I am trying to return it. 3rd time I am calling them for a RMA number, their excuse it, someone will send me email in the next 24hours with the return information, its been 4 days, and nothing!! On top of that they are charging me 15% restocking fee, rediculous!! I know there are better vendors out there that can service you beter. Please always make sure you read the fine print on the product pages, there usually is a fine print, but noone bothers to read it. The might have really good prices, but the consumer is penalized for any issues that come up. Either a return, restocking fee, or just simply just want to return a product, I already called them 3 times, and each time there is no email with the directions on return, or RMA number. I do believe there is lack of customer service in all fronts, lots of misleading policies, and the response is sluggish. I guess thats what you sacrifice when you buy online, but there should be some rules set in place for internet vendors, and I think ecost is one of good examples. And I think I am NOT overreacting, just a good advise, afterall I lost $81.34 due to restocking fee, of 15%....
