Ebay / PayPal Buyer Protection is a FRAUD

I bought an item on eBay.International transaction.
Tracking number stated an attempt of delivery but i was all day long at home, so i thought something was wrong and called the mail company.They said the package related to the tracking number could not be located.So, after talking to the seller, i started an INR claim and PayPal denied it in no time stating that seller provided proof of shipment( the tracking number ), no proof of delivery was required nor i had a chance to reply anything.
I argued with them via e-mail that there were no proof of delivery, and they denied my appeal.
A few days later i got surprised to see that tracking number stated that the item was delivered! But i did not receive anything! So i went to the mail company and they showed me docuental proof of delivery , that proves that it was not delivered to me.It was signed by someone else.
I sent a picture of such doc and my official ID and PayPal alleged they could not open the pictures due to security reasons(virus in JPG files!!! LOL).I insisted again, they said the same and literally added "it is your problem if the item was not delivered to you".
They are ignoring the proof of INR and said it's my problem if i did not receive it! WTH?????
