Unexpected shipping charges applied to multiple shipments

I ordered several sale items online, qualified for the free shipping advertised on their site and tried to apply a 20% off promo code for Visa shoppers. Unfortunately, there was no opportunity to verify that the code had been applied before the order was placed. So, I called at 8:30 am the next day and had the order cancelled. Imagine my surprise and dismay the following morning when I got an e-mail notifying me that 2 items had been shipped AND amount I was charged was more than the cost of the two items. I again called customer service at 8:30 am and got someone on the phone right away. It turns out that there was no record that I had cancelled the order and 2 of the 4 items had indeed shipped AND I had been charged $12.95 shipping (for 2 pairs of pants, please). When I complained, they removed the erroneous shipping cost, cancelled the backordered item and applied the 20% discount. The woman at their warehouse was very accommodating and I thought everything was finally ok when I received confirmation that the 20% discount was applied and that the final item had shipped. Then I realized that ANOTHER $12.95 shipping charge was applied to the $30 shirt I'd ordered.
I am a regular online shopper and I'm shocked that an online business can be operated so loosely. I've never had unexpected shipping charges applied to an order before and then for the merchant to opt for multiple shipments and charge each time is thoroughly unacceptable, particularly when their shipping confirmation notices don't even provide a breakdown of the charge. I'll be calling them again this morning AND will certainly never order from them again.
