Online buying...should inform if items are out of stock! Peeved.

I bought some items online, to be shipped to Korea.
I was buying seasonal items but was realistic and expected them within a month. A month *later* I got notice that the items had been sent.
The website never said that the items were out of stock. JC Penney never sent me an email to say that the items were out of stock.
This is a big deal because I can't buy clothes in Korea. It's not that difficult to be caucasion and unable to buy clothes in Korea. Buy the time my summer clothes are sent, summer will be over for the most part.
In that case I wonder: What was the point of buying from there and spending $40 on shipping?
The LEAST they could have done is told me that the items were not in stock or that there was a delay. The website itself states that items are usually shipped the next day. There is no additional clause for international service.
Or alternatively they could have given me expediated shipping. Nothing was done. When I sent in a complaint the response was obviously scripted and only served to make me angrier!
I can't say what in store experiences are like, but I'm certainly not pleased with the service online.
One positive I will say about the website is that the customer reviews made it easier to determine which products to buy.
