I had a pretty good experience with Home Decorators Collection (the Outlet part), although there were a few drawbacks. During the month of December, there were a few sales in the Outlet part with free shipping, and since I just had moved to a new place and I don't have a truck, I bought quite a few things (about 15 items in 3 orders).
The good things :The quality of all of them was very good (with the exception of one item that I returned) and in the Outlet part you can find some really really nice deals. I bought a dining table, 2 coffee tables, TV stand and a wall cabinet among other things and they are all very sturdy and very well made. From what I read they use mainly MDF and veneer's and I think that's true since the pieces are a bit heavier than wood furniture, so if they don't mention the wood used in construction it's probably MDF. Check MDF for pros and cons.
Shipping is pretty fast (2-3 days) IF the item is on stock. The furniture needs to be assembled, but most of the time it's pretty fast putting things together (15 min - 1 hour depending on what you are assembling)
I returned one item(1st coffee table), and everything went smoothly. They sent me a label, I attached to the package, FedEX came and picked it up from my house... 10 - 15 days later I had the money back in my account.

The cons: If you order more than one item per order, it is hard to see which tracking order is for which item. The Order Status page might not be properly updated either (one item had a future expected shipping date, even though it had already shipped). This definitely doesn't help if there is a problem with the shipping. One item had something wrong in the address that was sent, since it came all the way to my zipcode and then said "cannot be delivered" (maybe the package was damaged during shipping?). As a result, the item (a rug) was returned and I got a refund (I had no chance of talking about an exchange or a resend, and I'm pretty sure they had more on stock since the item was still available online)
Another item (lamps) turned out to be out of stock, so first I got a mail with a later day as delivery, then I got a refund (again no flexibility)
The first order had a coffee table, which was not very good quality (veneer's). It was already assembled (with NAILS). I'm assuming that they use different companies for the items they sell, since the quality of this item AND its packaging was the worst from all the items that I received by far. Since it had everything nailed down (even legs), it wasn't in the best shape when it came so I returned (was unsatisfied with the quality as well).
During the sale with free shipping, they had bumped up the price of a few items to make up for the shipping and freight fee's that they usually include. You could see this by doing a google search and visiting the google cache which has cached pages from a few days before... Still very good deal though, but a bit not on the honest side...

Conclusion: I would give them 3.6 - 4 out of 5 stars . You can find awesome deals at times, but be sure to have a plan B, since sometimes things might not turn out perfect. If I had received only the item that I returned, I would probably be an unsatisfied customer, but considering everything ...overall things went good.
I would shop here again if I need something and time is not an important factor.
