The Bissell CleanView II Bagless Upright Vacuum performs well and keeps my carpets clean.
I purchased a Dirt Devil Vacuum Cleaner a while ago, mostly because when I got married and moved in with my husband he did not have a vacuum cleaner and was not a subscriber to the "vacuum cleaners are a necessity" camp. So, I did an impulse purchase and got stuck with the Dirt Devil Jaguar Bagless Upright Vacuum.
Fast-forward to the present. I have inherited my parents' vacuum cleaner because they have purchased a new one. So now I have the Bissel Clean View II Bagless Upright Vacuum and the Dirt Devil Jaguar Bagless Upright Vacuum. Guess which one sits unused? It's not the Bissell!

The Bissell CleanView II Bagless Upright Vacuum is a functional vacuum cleaner that has many good features as well as some areas for improvement. The vacuum cleaner I have was purchased from Target for approximately $90.

My Experience
Performance
The Bissell CleanView II Bagless Upright Vacuum performs well as it picks up debris from the carpet once the vacuum is pushed over it. Sometimes I will clean over the area a few times to make sure that everything is picked up, but the vacuum generally picks debris up in the first go. I do find that suction power is dependent on how clean the filter is; maintaining a clean filter, which I am terrible at, is important, otherwise suction power declines. I do like that it has a wide cleaning path, as this allows me to clean more area in less time. I also find that when I vacuuming with the Bissell, it isn't very difficult to propel this vacuum cleaner. It takes little effort to make it go forward, unlike my previous vacuums which I had to push forward with more effort. The easier it is for me, the happier I am with cleaning.
I also like that there is a headlight on the vacuum cleaner, which makes it easy for me to spot stuff on the carpet that needs to be picked up. The illumination factor is wonderfully convenient. There is a height adjustment feature on the vacuum that allows users to adjust the vacuum to accommodate different level surfaces such as bare floors, low pile carpet, and plush pile carpet.
Bagless
I love that the Bissell is bagless. Removing the canister from the vacuum cleaner is easy and convenient. I usually empty the contents directly into the trash outside, so that way I don't get plumes of dust floating around the apartment. I do like that the filter does not come with the canister of dust (like my Dirt Devil) because that would make emptying the contents difficult. I also like the bagless concept just because I can see how much stuff the vacuum picked up. It gives me great joy to see all the dirt that is inside the canister and not on my carpet. What I don't like about bagless vacuums is the mess it makes during the emptying process. When I remove the canister from the vacuum, some dust usually spills onto the vacuum itself. The canister is dusty both inside and out. I have to wipe down the outside of the vacuum cleaner, otherwise it is gray with a layer of dust.
Filters
I'll admit ... I haven't cleaned any of the filters to the Bissell CleanView II Bagless Upright Vacuum ... until I sat down to write the review. I haven't changed the post-motor filter, which is a HEPA filter that is supposed to trap 99.9% of the pollen, dust mites, and ragweed. The HEPA filter is not washable. The inner and outer filters are washable and the instructional manual guides users in cleaning the filters. Cleaning the filters is a major pain because of all the dust that has collected in the filters! When I washed them under warm water, I had to avoid inhaling the dust that was flying through the air. The foam outer ring and the inner filter were definitely a chore to clean.
Noise
I love vacuuming with the Bissell CleanView II Bagless Upright Vacuum because it works and it's not as annoyingly loud as my Dirt Devil. With the Dirt Devil, I would stick in ear plugs when I vacuumed because the vacuum hurt my eardrums, but with the Bissell I can tolerate the noise. Being a vacuum, of course it is going to be loud ... The Bissell is loud, but not so loud that it is ear piercing. My only complaint in regards to noise is that when I vacuum on bare floors such as in the kitchen, there is some high pitched squeaks from the wheels. I think I have to fix that ... because I know I can't tolerate that much longer. However, this problem does not arise when I am vacuuming on carpet.
Cord
The power cord length to the Bissell CleanView II Bagless Upright Vacuum is great because it is a whooping 27 feet. I don't actually have to unplug it and find a different outlet when I am vacuuming my small apartment. That's kind of sad, isn't it?
Attachments
The Bissell CleanView II Bagless Upright Vacuum comes with several attachments: 1) the Turbobrush, 2) the crevice tool, 3) the combination upholstry/dusting brush, 4) the extension wand. I don't use the Turbobrush much since I don't have any stairs to clean. However, I do use the crevice tool to get little corners in the kitchen. When I use the crevice tool, I always attach the extension wand to get more length out of the hose.
My complaint about the Bissell is the "deluxe stretch hose," which isn't very deluxe because it is too short! It also isn't very stretchy so it takes a lot of effort to stretch the hose. Bissell really needed to make it a bit longer and stretchier. I find that I must use the extension wand in all cases because otherwise the hose won't reach very far.
Miscellaneous
The Bissell CleanView II Bagless Upright Vacuum is said to be lightweight for easy carrying. It seems a bit heavier than my Dirt Devil but isn't so heavy that it is too cumbersome to move. I also do not have to carry it up or down stairs either, so that makes a difference.
Overall Thoughts
The Bissell CleanView II Bagless Upright Vacuum performs well and keeps my carpets clean. There are annoyances to this vacuum cleaner, such as having to clean the filters and the short hose length. However, I am overall pleased with the vacuum ... when I don't have to clean it!
